SI⁴ — the Social Infrastructure Impact Investment Index — is the first European index designed to quantify social impact and correlate it with the financial returns generated by investments in social infrastructure. Using an evidence-based approach, SI⁴ incorporates data from more than 200 projects across key social infrastructure sectors, including affordable housing, education and healthcare. Delivered as a Software-as-a-Service solution, SI⁴ is supported by a modular digital platform hosted on GDPR-compliant infrastructure, ensuring high security standards for institutional users.

The tool automatically assesses social impact using datasets enriched with information from third-party providers. It selects relevant metrics and KPIs through a methodology based on public regulations and recognised standards, including the European Sustainability Reporting Standards. The algorithm generates risk profiles and estimates potential investment values, progressively improving its accuracy through the analysis of a sample of real-world projects. SI⁴ also provides investors with tailored advisory support, ensuring compliance with applicable regulations and adapting its assessments to each investor’s specific requirements. The index is aligned with the main European regulatory frameworks, including the Sustainable Finance Disclosure Regulation and the European Sustainability Reporting Standards. It therefore enables a comprehensive and transparent assessment that integrates social impact into financial analysis, making SI⁴ a valuable tool for both public and private investors operating in the social infrastructure sector.

Objectives

The SI⁴ project was designed to provide a robust and structured assessment of the value generated by investments in social infrastructure and to establish a direct link between this impact and the financial value of the underlying assetsThe index enables social impact returns to be fully incorporated into investment valuations, supporting portfolio diversification and the revaluation of real estate and infrastructure portfolios.

Through an accessible digital solution, complemented by tailored support and advisory services, SI⁴ also seeks to foster the development of high-impact social infrastructure. In doing so, it contributes to expanding the supply of social and affordable housing, as well as to the renewal and development of healthcare and educational infrastructure. Ultimately, the project aims to improve access to and the quality of essential services for communities and vulnerable groups, strengthening local economic resilience while promoting greater social cohesion and equity.

Initial Challenge

One of the main challenges in social infrastructure investment is the lack of a consistent, evidence-based methodology for quantifying social impact and linking it to financial performance. Social value is often assessed through fragmented indicators, heterogeneous data sources and methodologies that do not allow investors to compare different assets or projects on a consistent basis. This makes it difficult to integrate social impact into traditional investment analysis, measure its relationship with risk and returns, and demonstrate compliance with evolving European sustainability regulations. The project therefore addressed the need to create a reliable, transparent and scalable framework capable of transforming complex social, financial and regulatory data into comparable and actionable investment information.

Solution

The proposed solution consists of the development of the SI⁴ index, a composite metric combining multiple indicators to represent the different dimensions of social impact generated by investments in social infrastructure. The index consolidates social and financial information into a single, interpretable value, facilitating analysis, comparison and decision-making.

SI⁴ incorporates social impact as an additional source of value in investment assessments, extending traditional commercial evaluation criteria. Its GDPR-compliant digital platform automates data collection and analysis, providing customised risk profiles and valuations to support informed decision-making and sustainable investment strategies.

IFAB’s Role

IFAB participated as a technical partner in a consortium led by PlusValue under a European Commission call for proposals. Its contribution focused on developing the data infrastructure and analytical tools required to build an index capable of correlating the financial returns of investments in social infrastructure — including social and affordable housing, healthcare, education, culture and sport — with their impact on society.

IFAB’s technical contribution covered the entire process of transforming raw data into quantitative assessments. In terms of data acquisition and integration, heterogeneous data from national investment banks and specialised project developers were collected and harmonised. These were structured together with regulatory sources, particularly those derived from the Sustainable Finance Disclosure Regulation, as well as data from social impact assessment systems, making them suitable for integrated analysis.

Building on this foundation, IFAB applied its expertise in artificial intelligence and big data to the development of the patented algorithm at the core of the index. The algorithm translates social impact into a quantitative metric and connects it with the financial value of investments. This enables different infrastructure assets to be compared using a rigorous and transparent methodology. Participation in SI⁴ enabled Fondazione IFAB to consolidate its expertise at the intersection of artificial intelligence, data engineering and impact finance. This is an area of growing importance within the European policy framework for sustainable investment and the measurement of social value.
